Standard Operating Procedure (SOP) for Boys' & Girls' Hostels


Purpose

The purpose of this SOP is to provide a framework for the management and daily operations of the hostel. It outlines the rules, responsibilities, and procedures to ensure a safe and harmonious living environment for all students.

Scope

This SOP applies to all students residing in the hostel, hostel staff, and visitors. It covers various aspects of hostel life, including accommodation, conduct, safety, and facilities. Separate hostels are provided for male and female students, subject to availability.

Hostel Management

  • Warden: Supervises daily operations, student welfare, overall discipline, and the welfare of residents.
  • Hostel Committee: Comprising the Warden, Assistant Registrar, Students' Welfare Officer, Anti-Ragging Committee Chairperson, and student representatives. The committee addresses grievances and organises activities.

Accommodation and Room Allocation

  • Admission Process: Hostel accommodation is granted annually/periodically, based on availability. Students must apply at the time of university admission and pay the prescribed fees and a refundable security deposit.
  • Eligibility: Only full-time, bona fide students are eligible. A recent medical fitness certificate is mandatory.
  • Room Allotment: Rooms are allotted by the hostel administration on the basis of availability. Rooms are non-transferable and changes must be approved by the Warden.
  • Occupancy: Students must occupy the rooms assigned to them and are not allowed to switch rooms without permission. All residents must vacate their rooms during semester breaks, emergencies, or when notified for maintenance.
  • Room Care: Students shall not bring extra furniture or other fixtures into the room. Any damage or loss to university property will result in a fine (three times the cost of repair/replacement).
  • Inspection: The Registrar, Warden, Students' Welfare Officer, or authorised university personnel may inspect rooms with or without prior notice. In emergencies, rooms may be opened in the absence of residents.
  • Termination: Hostel accommodation may be revoked due to disciplinary violations or changes in university policy.

Conduct and Discipline

  • Code of Conduct: Students are expected to maintain decorum and respect the rights and privacy of others. Abusive language, physical violence, misbehaviour, vandalism, and harassment are strictly prohibited.
  • Prohibited Activities: Ragging, substance abuse, gambling, cyber misuse, firearms, explosives, drugs, alcohol, other intoxicating items, and any other hazardous materials are strictly prohibited.
  • Curfew / In-time: All residents must return to the hostel by 6:00 PM during Summer and 4:30 PM during Winter. Entry after this time requires prior written permission from the Warden.
  • Quiet Hours: Quiet hours are from 10:00 PM to 6:00 AM. Loud conversations, music, or celebrations that disturb others are not allowed during this period. Loud music and noise are strictly prohibited inside the hostel premises at all times.
  • Attendance: Attendance is compulsory at the evening roll call and the evening assembly and prayer sessions. All students must also attend the morning yoga session at 6:00 AM.
  • Home Leave: Requires prior written approval from the Warden/Academic Registrar.

Visitors and Guests

  • Visiting Hours: Visitors are permitted between 10:00 AM and 5:00 PM in designated areas only. All visitors must sign in at the reception and leave the premises before curfew.
  • Guest Policy: Overnight stays by guests are not permitted without prior approval from the Warden.

Safety and Security

  • Identification: Students must carry their ID cards at all times and present them upon request.
  • Emergency Procedures: Emergency contact numbers and evacuation plans are posted on notice boards. Students must familiarise themselves with these procedures. First-aid kits and emergency contact numbers are also available in the hostel. Any illness or injury must be reported to the Warden immediately.

Facilities, Maintenance & Electrical Appliances

  • Housekeeping: Rooms and common areas must be kept clean and tidy. Waste must be disposed of in designated bins. Hanging wet clothes on windows or railings is not allowed. Cooking or storing food in rooms is strictly prohibited. Housekeeping services for common areas are available as per schedule.
  • Electrical Appliances: Use of personal electrical appliances (e.g., heaters, kettles, iron boxes, induction cookers) is not allowed unless specifically authorised. Unauthorised electrical use or wiring poses safety risks and is subject to penalties.
  • Internet and Wi-Fi: Internet access is provided for academic and recreational purposes. Misuse of internet facilities will lead to disciplinary action.
  • Sports Facility: Indoor and outdoor sports facilities are provided by the university.

Dining and Meal Services (Mess Rules)

  • Compulsory Mess: Enrollment in the hostel mess is mandatory for all residents.
  • Meal Timings: Meal timings are specified and must be adhered to. The dining hall will be closed outside these hours.
  • Food Policy: Outside food delivery is prohibited unless explicitly permitted by the hostel authority. Students with specific dietary needs must inform the hostel management in advance.

Grievance Redressal

  • Complaint Procedure: Students can submit complaints or suggestions to the Warden or Hostel Committee. A complaint box is available for anonymous submissions.
  • Resolution: Complaints will be addressed promptly, and actions will be taken as necessary.

Disciplinary Actions and Expulsion

  • Violations: Violations of hostel rules and regulations may result in warnings, fines, suspension, or expulsion, depending on the severity of the offence.
  • Grounds for Expulsion: The Registrar/Warden reserves the right to expel a student for: disobedience or defiance of authority; violation of hostel rules; causing harm to self or others; or engaging in antisocial or anti-national activities. In such cases, hostel deposits will be forfeited and fees will not be refunded.
  • Appeals: Residents have the right to appeal disciplinary actions through the appropriate university channels.

Recognition and Awards

  • Best Hosteller Awards (one male and one female per hostel) will be awarded based on discipline, cleanliness, academic performance, event participation, and leadership and conduct.

Check-in and Check-out Procedures

  • Check-in: Students must complete the check-in formalities, including signing the hostel agreement and providing necessary documents (including a recent medical fitness certificate).
  • Check-out: At the end of the academic year or upon leaving the hostel, students must complete the check-out process, return all issued items, and settle any outstanding dues.

Amendments and Updates

  • The university reserves the right to revise hostel rules at any time without prior notice. All amendments become effective immediately upon notification. Students will be informed of any changes.


HOSTEL RULES AND REGULATIONS

  • All boarders should enter into the hostel premise on or before 6:00 PM (Summer) / 4:30 PM (Winter). Any delay must be informed to the hostel authority (Hostel Warden or the Hostel Prefect and Assistant Prefect) with prior written permission.
  • Hostel Prefect and Assistant Prefect are selected by the Hostel Management Committee and they are responsible for all hostel issues and work as a bridge between the Hostel Management Committee and the hostel boarders.
  • Hostel Prefect and Assistant Prefect(s) help in enforcing hostel rules and regulations, ensuring that all residents follow the code of conduct.
  • Prefect and Assistant Prefect are there to assist the Warden in maintaining curfew timings, visitor policies, and other hostel guidelines.
  • As the student representative body of the hostel, Prefect and Assistant Prefect address minor disciplinary issues and report serious violations to the hostel warden.
  • Evening prayer is held in the hostel prayer hall at 6:00 PM every day and attendance of the hostel boarders is taken by the Prefect and Assistant Prefect.
  • All students must attend the morning yoga session at 6:00 AM.


Duties and Responsibilities of Prefects and Assistant Prefects

Conflict Resolution

  • Mediate disputes or conflicts among residents, promoting harmony and cooperation within the hostel.
  • Ensure that any issues related to bullying, discrimination, or harassment are addressed promptly.

Supervision of Daily Activities

  • Monitor the daily activities of the hostel, ensuring that all areas (common rooms, dining hall, etc.) are used responsibly.
  • Ensure that students maintain cleanliness and proper hygiene in their rooms and communal areas.
  • Coordinate with cleaning staff to ensure the hostel remains neat and organised.

Health and Safety

  • Ensure that safety protocols are followed by all residents, especially in case of emergencies like fire drills or evacuations.
  • Keep an eye on residents' well-being and alert the warden in case of any health-related concerns or emergencies.

Liaison Role

  • Act as a bridge between the students and the hostel warden, facilitating communication and ensuring smooth resolution of concerns.
  • Help organise meetings between residents and the hostel administration when required.

Event Organisation and Coordination

  • Assist in planning and organising hostel events, social gatherings, or activities that foster camaraderie among residents.
  • Help in managing hostel competitions, cultural activities, or awareness programmes for residents.

Record Keeping and Reporting

  • Maintain basic records of room checks, attendance at meetings or events, and any disciplinary issues.
  • Provide timely reports or updates to the warden on issues concerning the residents or the hostel environment.

Supporting New Residents

  • Help new residents adjust to hostel life by providing guidance on rules, expectations, and living arrangements.
  • Foster a welcoming and supportive environment, especially for first-year or new students.


Mandatory Declarations

To ensure a safe, disciplined, and inclusive residential environment, all students and their parents/guardians are required to sign the Student Declaration and Parent/Guardian Undertaking at the time of hostel admission. These declarations are included in the Hostel Admission Form.
